Valley Stream UFSD Thirteen’s 2026-2027 Budget Focused on Student Opportunity and Fiscal Responsibility

May 7, 2026

Valley Stream UFSD Thirteen has adopted a proposed budget for the 2026–2027 school year that maintains and expands programs and opportunities for students while remaining mindful of the tax impact on the community.

Since the inception of New York State’s tax cap legislation in 2012, the District has consistently proposed tax rate increases at or below the state-mandated tax levy limit. The proposed 2.0 percent tax rate increase for 2026–2027 remains below the allowable tax levy limit of 2.2 percent.

The Board of Education trustees and District administrators worked diligently to develop a balanced spending plan that addresses rising costs for essential expenses, including health insurance and transportation, without reducing existing programs or services. The proposed budget reflects a commitment to lowering class sizes, expanding curricular offerings, increasing student opportunities, and enhancing school facilities. Through careful planning and responsible resource management, the District continues to prioritize engaging educational experiences, strong school-community connections, intentional student support, and improved learning environments.

Enhancing Student Experience and Learning:
Under the proposed budget, students can look forward to a variety of enhancements, including a new science program, expanded clubs, assemblies, and field trips, and upgraded classroom environments with new furniture. Additional improvements include mechanical system upgrades, such as boilers and HVAC systems, as well as the replacement of second-grade Chromebooks to support instruction. The budget also maintains the District’s social-emotional learning (SEL) curriculum and existing security protocols. Staffing additions are also included to serve students’ academic and social-emotional needs better.

In addition to the budget, the Board of Education will present Proposition #2 to voters, seeking authorization to expend up to $700,000 from the District’s Capital Reserve Fund, originally established on May 15, 2018.

If approved, the proposition will fund several capital improvement projects, including:

  • Upgrades to the playground and baseball field at James A. Dever Elementary School
  • Improvements to the upper-grade playground at Howell Road Elementary School
  • Replacement of exterior doors districtwide

These improvements will be funded entirely through the existing Capital Reserve Fund and will not result in any additional cost to taxpayers.

Community Participation Encouraged:

The District encourages all eligible residents to participate in the upcoming vote.

The Annual Budget Vote and Election will take place on Tuesday, May 19, 2026.
